Job Description:	Job Description     Job Description and Responsibilities:     The Primary Responsibilities include: o        Principal liaison. o        Manages a team of Business Analyst who perform analysis of budgetary and accounting data for a specific agency, this analysis may lead to changes to agency business practices to conform to City policy. o        Represent agency's requirements to City business owners and make recommendations to on possible system / configuration modifications to facilitate the agencies business needs. o        Coordinate any changes/proposals with other Entity managers o        Manage the updating of documentation and process improvements. o        Develop and implement test plans for Agency business events. o        Collaborating with release teams to provide analysis, design, development and testing guidance and support. o        Manage the updating of documentation and process improvements. o        Manage the gathering of requirements, designs, builds and testing production break/fixes and enhancements.   Job Qualifications: The Ideal Candidate will have the following experience, skills, and education:   Recent, successful functional management experience in accounting, budgeting, or procurement as a high level manager or consultant for 10 or more years (experience in two of three functional areas required). Recent, successful project management experience leading and managing large, complex projects with multiple, competing stakeholder needs for 5 or more years (required) with a team of 5+ direct reports. Proficiency in use of accepted project management methodologies and tools including specific tools and techniques for scope, risk, and quality management as well as for project tracking and reporting (required). Strong understanding of standard SDLC methodologies (required, knowledge of Rational Unified Process a plus). Hands-on, in-depth knowledge of ERP implementation methodology and ERP budgeting, accounting and procurement functionality (required, public sector knowledge strongly preferred). Hands-on, in-depth knowledge of accounting, budgeting, and procurement business processes (required, knowledge of government accounting a strong plus). Strong interpersonal skills including negotiation and conflict management (required). Strong oral and written communications including high-end presentation skills (required). Strong team building and team facilitation skills (required). Strong analytical and problem-solving skills (required). Understanding of open standards-based Web technology and multi-tiered technical solutions (required).    Education:   A master's degree in computer science from an accredited college or A baccalaureate degree from an accredited college and three years of experience as described above; or BA degree in accounting, finance, business administration or related field from a recognized college or university (required) and six years of experience as described above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three years of year's practical technical/business experience as described above.
