The Federal Practice Subcontracts and Purchasing Group of this global professional services firm is currently seeking a highly motivated seasoned Subcontracts Manager to lead the execution of sourcing strategies and subcontract administration in the Federal Practice in support of government procurement requirements. The candidate we are seeking must have a highly strategic approach in supporting the business requirements and with excellent diplomatic and analytical skills.
The responsibilities will include but not limited to:
• Manage the development of negotiation strategies based on market research
• Develop Purchasing, Strategic Sourcing and Federal Subcontracting strategies in support of business requirements
• Develop relationships with stakeholders and obtain buy-in through collaboration
• Review and Manage cost/price analysis
• Review and manage the execution of negotiation memoranda
• Review and manage Consent to Subcontracts
• Develop and manage supplier source selection and acquire due diligence on suppliers
• Review and manage procurement timeline against business requirements to ensure timely delivery of requirements
• Manage cradle to grave subcontract administration
• Review and manage subcontracts agreements with appropriate terms and conditions and in compliance with the prime contract and regulations
• Review procurement file documentation for compliance with regulations
• Review, recommend and manage the preparation of various types of contracts, including CPFF, IDIQ, T&M, FFP and LH
• Participate in Deal Review process.
• Participate in performance reviews, promotions and hiring of staff.
• Management of staff workload, quality of work and adherence to compliance
Position-specific Required Skills:
• Bachelor's Degree - MBA strongly preferred
• 10-15 years of professional experience at strategic sourcing or related field
• 10-15 years of Supervisory experience
• Experience managing 10 or more employees
• Experience managing multiple projects while maintaining daily functions
• Experience with various types of contracts, including CPFF, IDIQ, T&M, FFP and LH
• Experience in Purchasing, Strategic Sourcing and Federal Subcontracting.
• Ability to manage and develop relationships with key business partners
• Independent self starter with the ability to motivate staff
• Experience at developing complex price/cost financial analysis
• Ability to effectively oversee multiple large government opportunities
• Experience in presenting to upper levels of management
• Ability to develop processes in support of migrating from a reaction approach to a strategic approach.
• Articulate, sound judgment and diplomatic approach to all situations
• Highly proficient with Excel and MS Office Suite. Proficiency with Access preferred
• Proven background, experience and understanding of FAR Part 44 Contractor Purchasing System Review (CPSR) policies and procedures
• Excellent organizational skills
• Excellent time management skills
• Knowledgeable with the compliance requirements of Contractor Purchasing System Review (CPSR)
• Knowledgeable in government regulations (FAR, USAID, and DFAR)
• Knowledge of government small business requirements
