Ruby Developer who knows other JavaScript frameworks like jQuery or Prototype instead of ExtJS, the client may consider. They may also consider strong Ruby Developers with limited JavaScript experience. But they have to be really good in Ruby to be considered. 

One of the developers may function as a lead developer, so leading skills might be plus for one of them.
