Description:
The role is an IT person who will have a portfolio of 200 projects and determine how to resource those projects - have relationships with 3rd parties, understand demand, skill requirements, available capacity and match the demand with the resources.
RESPONSIBILITIES
.Operate as a 'clearing house' for the identification and assignment of all IT project resources, i.e. not limited to Project Managers. Manages the optimization of resources required to deliver functional and enterprise IT Portfolios.
.Develops processes, systems and tools to optimize IT (and ultimately business) resources in terms of skill, caliber and capacity in order to underpin the improvement in quality of project delivery. Provides appropriate analysis in order to inform portfolio project schedule planning.
.Defines, implements and monitors the IT Human Capacity Plan KPI's on an enterprise wide basis so as to ensure that the resource plan will meet the current demand plan, and that the future planned capacity and requirements are understood.
.Identifies skill demand trends and works with HR and IT leaders to identify resource fulfillment strategies.
.Optimizes resource mix (in-source / out-source, on-shore / off-shore) in order to meet IT Transformation (Clean Sheet) cost targets
.In collaboration with Procurement, develops a sustainable sourcing strategy for project management specifically, and other skill sets as identified.
.Manages development of associated SOWs for specific project specific resources (unless bundled as part of an RFP)
Responsibilities:
30%: Develops and maintains enterprise wide IT Human Capacity plan reflecting current and planned resource demand. Analyses resource requirements, identifies appropriate candidate(s), sourcing externally when appropriate. Liaises with requester and candidate to ensure best fit (skill, capacity) for role. Provides recommendations in the event of a resource conflict
15%: Analyses and provides insight to Portfolio Managers about resource constraints and opportunities in order to inform portfolio schedule planning, and provides recommended solutions, arbitrating on resource conflicts where appropriate
15%: Develops, manages and continuously improves processes, systems and tools, e.g. requirements analysis and sourcing processes, skills database, capacity planning tool
10%: Develops and manages (re)sourcing KPIs and metrics, e.g. fulfillment, sources, trends
10%: Develops and manages (global) project resource Sourcing Strategy
20%: Manage 3rd party sourcing and accompanying SOWs
Education and Experience Requirements:
.Bachelor's degree in computer science, system analysis or a related study, or equivalent experience
.Knowledge / qualification in IT standards such as ITIL
.Knowledge of Pharmaceutical industry preferred
.Demonstrable knowledge, experience and capabilities in resource and capacity planning and analysis, and Request, Project and Program methodologies and lifecycles, e.g. SDLC
.Demonstrable experience of working with on-shore and off-shore IT providers

.Strong analytical skills and demonstrable competence in planning tools, e.g. resource / capacity planning, analytics, dashboards
.Advanced Business Analysis ability - including process analysis skills and process mapping experience
.Project management experience
.Advanced influencing and negotiation (and conflict management) skills
.Financial acumen (resource contracts)
.Project Portfolio Analysis -management of key project and program inter-relationships and constraints, i.e. resources
