Description:    Six or more years of professional experience in developing and modifying information systems to include system design and development. 

Working experience with PL/SQL, Oracle Developer (Forms and Reports), Workflow Builder, JDeveloper and Discoverer. 

Working knowledge of systems analysis, design, and system implementation. 

Familiarity of all phases of the system development life cycle. 

Skills in IT development, app support, analytical skills, tech solution design, programming languages, systems analysis techniques. 

Testing, debugging, documentation standards, file design, interfacing, and change management. 

Experience with implementing and administrating the Oracle eBusiness Suite. 

Experience with Oracle data model, including APIs and Open Interface s. 

Knowledge of the Financial Management and Human Resources modules of the Oracle eBusiness Suite, particularly release 12.

• Demonstrate ability to understand software requirements 
• Previous experience using automated tracking tools such as JIRA, FogBugz, or similar automated defect trackers 
• Demonstrate leadership skills on a regular basis 
• Demonstrate effective communication, both orally and in writing, with subordinates, colleagues, clients and customers at all levels, both formally and informally 
• Demonstrate ability to develop test scripts/scenarios from business process models, use cases, requirements and business rules 
• Ability to make decisions at the appropriate time, taking into account the needs of the situation, priorities, constraints and the availability of necessary information. 
• Ability to acquire an understanding of the underlying issues in complex problems or situations by correctly relating these to simpler or better understood concepts, models or previous experiences. 

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE): 

• Medicaid eligibility system/business operations experience 
• 
• Familiarity with CMS and the Affordable Care Act regulations 
• Commercial insurance and/or health care data experience 
• IBM Curam’s Technology experience 
• Experience with Agile development/ testing 
• Programming knowledge 
• Public sector experience 
• Project Management skills 
• Familiar with Medicaid Information Technology Architecture (MITA) 
• Familiar with Medicaid Enterprise Certification Toolkit (MECT) 
• Medicaid Management Information System (MMIS) experience 

REQUIRED EDUCATION: 
Bachelor’s degree in a technical, business, or related field. Master’s degree is desirable. Years of experience can substitute for formal education.
