This position is for a Deputy Network Architect / Lead Network Management Architect to support the Chief Network Architect, and provide the overall leadership and direction of the network management architecture for a large net-centric SATCOM program. This position requires familiarity with IETF standards, advanced networking protocols, GIG 2E standards. This position also requires the familiarity with architectural development tools such as System Architect. This position will be providing oversight to an engineering staff that will use these standards and tools on a daily/weekly basis for duration of the entire architectural phase of the program.

The deputy Network Architect/lead Network Management Architect will represent the Chief Network Architect as a lead position in many activities (e.g. development of architectural views, working group coordination, etc.). This position will often lead teams of 5 -10 members, as well as coordinate teams of 25 members or more.

The successful candidate must have: excellent project leadership skills; a solid technical background in Network Architecture Development; a well founded understanding in architectural design methodology; in-depth experience in Network Management; experience with network modeling, simulation, test bed development and network deployments; ability to work with customer and other stakeholders to develop operational and system requirements; ability to lead teams of people in the conduct of the job from a cost, technical and schedule objective; ability to transform Network Architecture into a set of network design requirements.

This position requires extensive experience in DoD, IC, Federal, and Commercial Information assurance standards to include DCID 6/3, FIPS, DIICAP, and 8500 series; knowledge of current NCID, GIAP, GIG IA initiatives; knowledge of SOA concepts and their application to the emerging NCES architecture; ability to work with customer and other stakeholders to develop operational and system requirements; ability to lead teams of people in the conduct of the job from a cost, technical and schedule objective. In addition, the selected applicant prefers to have CISSP certification; program management or senior technical experience in an IA related field; knowledge of LM IS&S programs of record with IA relevant content; knowledge of IS&S capture management and IRAD planning processes. The primary roles of the Systems Tester for the Project is to create the following documents: integration, system test plan and cases both manual and automated, regression, load, stress, and possibly user acceptance testing (UAT) of the financial applications.. Ability to work well with management, outside vendors, business analysts, configuration management team, testers, and developers to create a robust, quality-instilled system that meets end-user requirements. . Develop scripts into an automated process that can be executed repetitively in different system environments. . Modify existing test scripts and I or create automated tests from existing ones. . Create and execute manual and automated test cases. . Be able to transition testing knowledge of each project to a maintenance team. . Develop application-related business (financial, budget, and procurement) test plans and cases including the execution of the test cases in the following environments: integration, system, regression, performance, stress, and possibly UAT. . Document and report testing defects, including the follow through on correction and retesting. . Attend project-related meetings and walkthroughs to obtain data to continually add information to the test plan and cases. . Adhere to and appropriately enforce SDLC and system testing processes and methodologies in development, QA, and UAT environments including all application tiers (application/web server, database server, and mainframe). . Assist in training and turning over completed projects to the maintenance team.

 

Job Qualifications:

 

1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using mainframe, mini- or micro-computer technology in computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing, at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or 2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or 3. A four-year high school diploma or its educational equivalent and six years of experience as described in "1" above; or 4. Education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in "1" above.

Job Description

 

The System Test Lead will be responsible for setting-up the  System Test Team, managing that team on a day-to-day basis, and planning coordination with other entity testers. The manager will participate in the hiring, orientation, and training of the team of experienced testers. The Lead, as a working member of the team, will be responsible for system testing development releases, and interface, conversion, and integration programs to ensure that the software programs and business functionality operate correctly and produce results that support accurate calculations and posting of data including the testing of integration points across multiple systems. This will involve developing test cases, executing test scripts, documenting test results, and verifying that program code is ready for User Acceptance Testing (i.e., programs meet user requirements, conform to technical designs/specifications, and are free of material defects). The Lead will also work with   project  and  operations  management  to  establish  an  overall  testing  framework. This will involve: . Reviewing the overall testing strategy proposed by the vendor and ensuring that the approach meets standards; . Defining process for, and conducting, random reviews of vendor's test results; . Recommending appropriate quality assurance/testing roles in every testing stage including unit, integration, functional, system, application/infrastructure security, performance/stress/load, and user acceptance testing; . Structuring the work processes, systems, and work products (or tailoring  existing framework)  including: Writing/tailoring existing policies and procedures, Selecting and deploying automated test tools, Creating/tailoring standardized formats for work products such as test cases, Establishing appropriate test environments, Developing/tailoring the existing defect tracking process and system, Establishing metrics for tracking testing progress. Developing comprehensive test plans as designed and developed by the vendor, meets user requirements, conforms to technical designs/specifications, and is free of material defects).
